CLEANUP AND ABATEMENT ORDER NO. 90-XX -3- <br /> EXXON COMPANY, U.S.A. <br /> SAN JOAQUIN COUNTY <br /> Environmental Quality Act (Public Resources Cede, Section 21000 et seq. ) <br /> in accordance with Section 15321, (a) (2) , Title 14, California Code of <br /> Regulations. <br /> 16. Staff of the Regional Boards have developed guidance for cleanup of <br /> leaking underground tanks, titled "Tri-Regional Recommendations" and <br /> "Appendix A" (copies attached) . This guidance describes the information <br /> that should be provided in "Work Plans", "Problem Assessment Reports" , <br /> and "Final Remedial Plans" . <br /> IT IS HEREBY ORDERED that, pursuant to Sections 13267 and 13304 of the <br /> California Water Code, Exxon shall : <br /> 1 . By 16 April 1990 submit to the Board a work plan for installing <br /> additional ground water monitoring wells to define the full extent of <br /> ground water• pollution downgradient from the site. <br /> 2. Upon approval of the work plan by the Executive Officer, but no later <br /> than 20 May 1990, implement the work plan and submit a Problem <br /> Assessment Report (PAR) by 15 July 1990. <br /> 3. Upon approval of the PAR by the Executive Officer•, but no later than <br /> 15 August 1990 submit a Final Remedial Plan which will , at a minimum, <br /> address the mitigation of both soil and ground water pollution. <br /> 4. Within 45 days of the Executive Officer's acceptance of the plan, but no <br /> later than 30 September 1990, implement the approved Final Remedial <br /> Plan. <br /> i_ 5. Monitor the depth to ground water and obtain water quality samples from <br /> I all existing and future monitoring wells on a quarterly basis, analyze <br /> the samples for total petroleum, hydrocarbons, benzene, toluene and <br /> xylene, and submit quarterly ground water monitoring reports until such <br /> time as the Executive Officer determines that the reports are no longer <br /> necessary. <br /> 6.
