Pat Leary 6 August 1991
RWQCB Page 6
This grading contractor has been approached for reuse of
treated groundwater in the San Jose/Sunnyvale area and has
been responsive. However, they do not have a need for
reclaimed water in the Stockton area.
The site is also currently not in use. It is an unimproved lot
with a chain link fence around it. However, the site is held in
trust by the Bank of Stockton for Ms. Edna Filippi. The owners
have proposed the construction of a shopping center at the site.
Due to the necessity of performing soil vapor extraction in the
former tank field area, the construction has been temporarily
postponed. A meeting was held on 24 June, 1991 between the owners,
the Bank of Stockton, Exxon Company U.S.A. , EA Engineering, the San
Joaquin County Public Health Services and Environmental Health
Department. It was decided that the shopping center design will be
changed to accommodate the site remediation requirements. The
possible remediation are will occupy a portion of the parking area
of the shopping center. Site construction could begin anytime
within the next 12 months, at the discretion of the owners.
There will be inadequate space on the site to place an elevated
10, 000 gallon water holding tank, and to create a traffic path for
the tanker/trucks that would be filled up with the reclaimed water.
The proposed remediation system would be categorized as a II-a
facility. The application fee for a 11-a facility is $600 and is
included with this application. However, if the facility is
classified under a different category, please advise us of the
appropriate annual fee. Completed EPA Form 1, 2D, and the
signature page is included.
Please call me or Doug Oram at (415) 283-7077 if you have any
questions.
Sincerely,
ems_
Gopi Chandran
Environmental Engineer
cc: Harlan Nole, San Joaquin Public Health Services
George Robin, EPA (Underground Injection Control Section)
Debbie Harris, Exxon Company
