Further investigation is required <br /> and a cleanup proposal/time schedule is needed. Enclosed. is 1) a <br /> memorandum with staff comments on the subject report and <br /> recommendations of additional work required to complete the <br /> problem assessment phase for this site, and 2) a memorandum <br /> containing guidelines on the objectives to be met during each <br /> phase of an underground tank investigation. <br /> At the meeting and in previous conversations you have indicated <br /> Exxon's desire to complete the sale of the site and to allow the <br /> new owner to begin construction. The Regional Board has no <br /> control over the sale of your property other than to assure that <br /> you or the new owners will be required to cleanup the <br /> contaminated groundwater resulting from the operation of the <br /> service station previously located at the site. Exxon and the <br /> new owner should be aware that if development of the site impedes <br /> the efforts and/or effectiveness of site assessment and cleanup <br /> work, additional and potentially more costly assessment and <br /> mitigation measures may be necessary. <br /> As discussed in th,e attached memo and agreed upon at our meeting, <br /> further monitoring wells are necessary downgradient of the site <br /> to determine the extent of the contaminated groundwater. At the <br /> meeting you proposed installing an additional four monitoring <br /> wells, including at least one upgradient well located such that <br /> it may substantiate Exxon' s claim of another source. The <br /> proposed location and construction of the wells should be <br /> submitted for our approval before beginning construction. To <br /> expedite work we will give our comments and approval., if <br /> appropriate, over the phone. <br />
