*400
1. INTRODUCTION
At the request of ExxonMobil Oil Corporation (ExxonMobil), ETIC Engineering, Inc. (ETIC)
has prepared this Work Plan for Benchscale Study and Oxidant Injection Pilot Tests for former
Exxon Retail Site (RS) 7-3942, located at 4444 North Pershing Avenue, Stockton, California
(Figure 1). This work plan was prepared in response to a letter from the San Joaquin County
.. Environmental Health Department (SJCEHD) to ExxonMobil dated 3 September 2003
(Appendix A), in which the SJCEHD recommended conducting a pilot study to evaluate low
flow rate ozone sparging. As discussed on 21 September 2004 with the SJCEHD, this proposed
. work will provide additional information needed to assess the feasibility of injecting ozone and
hydrogen peroxide as an insitu oxidation technology for site remediation.
As part of an evaluation to test the applicability of this remedial technology for this site, the
following two tasks are proposed:
• Oxidant Injection Benchscale Study (performed in a laboratory)
• Oxidant Injection Pilot Tests (pending results of the laboratory benchscale study and
regulatory approval and permitting)
The oxidant injection benchscale study will be conducted by PRIMA Environmental (PRIMA) to
assess the ozone demand of soil, the effect of ozone/hydrogen peroxide sparging on the
` concentrations of constituents of concern (COCs), and the fate of any metals present in the soil.
The oxidant injection pilot tests will be performed only if the results of the benchscale study
_ indicate that oxidant injection may be an appropriate remedial technology that will not degrade
water quality at the site. If the results of the benchscale study are favorable, the onsite hydrogen
peroxide and ozone injection pilot tests will be conducted to further assess if the technology is
appropriate.
1.1 SITE DESCRIPTION AND LAND USE
Former Exxon RS 7-3942 is currently a vacant lot located on the southeast corner of the
intersection of North Pershing Avenue and Rosemarie Lane (Figure 2). Used oil and three
grades of gasoline were stored in four underground storage tanks (USTs), which were removed
from the site in July 1986.
Land use in the vicinity of the site is primarily commercial and residential. A Shell—branded
service station and a 7-Eleven gasoline and convenience store are located on the southwest and
northwest corners, respectively, of the intersection of North Pershing Avenue and Rosemarie
. Lane. The Chateau Hospital convalescent home is located approximately 200 feet northeast of
the site across Rosemarie Lane. There is an apartment complex to the east of the site and a
commercial building to the south. Stagg High School is located approximately 1,500 feet
southwest of the site.
G:Wo as\73942WA5TERNK' I20 X\ exOAd 1
