RAP OUTLINE <br /> The RAP is a public document that should be written in a clear <br /> and concise manner (avoid using technical language if possible) . <br /> It presents DTSC' s preliminary decisions and/or DTSC' s (or RP' s) <br /> preliminary recommendations for a site, but should not make <br /> definitive findings or statements concerning the alternatives <br /> that would later be difficult to revise after public comments or <br /> additional data are received. The RAP will also make reference <br /> to specific documents where more detailed information is <br /> available. Ideally, the RAP text should be between 10 to <br /> 20 pages in length. <br /> 7. 1 Executive Summary <br /> Briefly summarize the following: <br /> • State the purpose of the RAP, which is to comply with <br /> the provisions of section 25356.1. <br /> �. • Provide site name and location; <br /> • Describe the site (the physical features, buildings, <br /> brief site history of ownership and site operations, <br /> and include a description of the scope and role of the <br /> remediation or operable unit; <br /> 0 Identify the contaminants and chemicals involved <br /> within each environmental medium (soil, groundwater, <br /> surface water, and air) ; <br /> / • Identify the proposed alternative, and the reasons for <br /> proposing that alternative; <br /> • Describe other remedial alternatives that were <br /> considered in the RI/FS Report; <br /> • Provide information on how the public can be involved <br /> in the remedy selection process. <br /> • In. the text, refer to the Administrative Record List <br /> (Appendix VII to the Executive Summary. See <br /> "Identification of the Administrative Record <br /> Management Memo, "EO-94-004-MM, for guidance . ) <br /> 7 .2 Site Background <br /> a) Briefly describe the site' s known chemical use, and <br /> documented releases (include site map) . ' <br /> b) Briefly describe the Department' s involvement <br /> (oversight) at the site. <br />
