APPENDIX VIII <br /> THE NINE EVALUATION CRITERIA <br /> Health and Safety Code section 25356 . 1 (d) requires that RAPS be based <br /> on the NCP. The NCP identifies the nine criteria, or standards, to <br /> evaluate alternatives for cleaning up a hazardous substance release <br /> site . The nine criteria, as modified for the State of California, are <br /> summarized below: <br /> 1 . Overall Protection of Human Health and the Environment <br /> Addresses whether or not a remedy provides adequate protection <br /> and describes how risks posed through each pathway are <br /> eliminated, reduced, or controlled through treatment, engineering <br /> controls, or institutional controls : <br /> 2 . Comnliance with State and Federal Recuirements <br /> Addresses whether or not a remedy will meet all appropriate <br /> federal, state, and local environmental laws and regulations . <br /> 3 . Lona-term Effectiveness and Permanence <br /> Refers to the ability of a remedy to maintain reliable protection <br /> of human health and the environment over time, once cleanup goals <br /> have been met . <br /> 4 . Reduction of Toxicity Mobility and Volume (TMV) through <br /> Treatment r— <br /> Refers to the ability of a remedy to reduce the toxicity, <br /> mobility, and volume of the hazardous substances or constituents <br /> present at the site . <br /> 5 . Cost - 30 - Year Present Worth <br /> Evaluates the estimated capital, operation and maintenance costs <br /> of each alternative. <br /> 6 . Short-Term Effectiveness . <br /> Addresses the period of time needed to complete the remedy, and <br /> any adverse impact on human health and the environment that may <br /> be posed during the construction and implementation period, until <br /> the cleanup standards are achieved. <br /> - 38 - 11/16/95 <br />
