Excluding the three samples analyzed by Argon in the area of impact the equivalent confidence <br /> intervals are: <br /> Total Lead: 45.24 S K < 78.76 ppm <br /> Soluble Lead:1.71 !!� µ 5.79 ppm <br /> In either event the total lead concentrations within the impacted area do not exceed the Cal EPA <br /> Modified Residential PRG of 130 ppm. Accordingly, no significant risk to human health or the <br /> environment is posed by the impacted soil. <br /> 7.0 REMEDIAL ACTION GOALS <br /> The goals of the remedial action are to: <br /> • Prevent human exposure to any soil with concentrations of contaminants that might <br /> be expected to pose a significant health risk. <br /> • Prevent groundwater degradation by the leaching of any contaminants that have the <br /> solubility and mobility to impact groundwater. <br /> e Comply with applicable laws and regulations and the Judgement of the Court. <br /> 3.0 EVALUATION OF REMEDIAL ALTERNATIVES <br /> In Ground Zero's report Summary of Soil Contamination Investigations and Soil Remediation <br /> Plan (11/21/97) several remedial alternatives were evaluated. In the development of <br /> recommendations for remedial action, four options were considered: No Action, Site Capping <br /> (Paving), Insitu Treatment of Soil, and Soil Excavation. These were evaluated for <br /> protectiveness, implementability, and cost. <br /> 9.0 RWON04ENDED ALTERNATIVE <br /> Based on the site conditions,property use, lack of health threat and lade of throat to groundwater <br /> Ground Zero recommended adopting either the No Action or the Capping Option. This <br /> recommendation was presented in the report Summary of Soil Contamination Investigations and <br /> Soil Remediation Plan dated November 21, 1997. <br /> The investigations completed to date have shown that the volume of soil affected by elevated <br /> lead concentrations is not laterally nor vertically extensive and concentrations are erratically <br /> distributed. The concentrations present are not significant in terms of potential health risks. <br /> There is no indication that the affected soil poses a threat to groundwater.
