11.4 Paving <br /> The treated area will be capped with a multimedia layer consisting of a commercial mix of <br /> asphaltic concrete and a polypropylene fabric ("Petromat" or equivalent). The fabric is <br /> specifically designed to prolong the service life and enhance the structural integrity of flexible <br /> pavements by reducing cracld.ng and preventing infiltration of surface water into subgrade <br /> material. The fabric is impregnated with liquid asphalt maldng it less permeable and creating <br /> a flexible bond between asphalt layers. laboratory test results indicate that a multimedia cap <br /> consisting of two 11/ inch layers of asphalt separated by the fabric should achieve a permeability <br /> of 106 cm/sec or Iess. <br /> The multimedia cap would be constructed according to the manufacturer's specifications. The <br /> ground surface will fust be sprayed with paving oil. Then an initial 11/5-inch lift of asphalt will <br /> be applied to the ground surface. The surface will be prepped for placement of the fabric. The <br /> layer of fabric will be placed and sprayed with liquid asphalt as specified by the manufacturer. <br /> The second lift of asphalt, 116-inch in thickness, will then be installed for a total cap thickness <br /> of 3 inches. The surface will be sloped to direct surface drainage away from the building and. <br /> towards Miner St. The area to be capped is depicted on Figure 3. <br /> 11.5 Health and Safety Plan <br /> A Health and Safety Plan prepared by Ground Zero Analysis was submitted to San Joaquin <br /> County Public Health Services, Environmental Health Division at an attachment to the Workplan <br /> for Soil Sampling at Roy's Towing dated September 30, 1996. <br /> The Health and Safety Plan was developed specifically for activities related to investigation and <br /> remediation of soils at the subject site. The plan was based on the requirements of 29 CFR <br /> 1910.120, "Hazardous Waste Operations and Emergency Responses". <br /> This Health and Safety Plan will remain in force and all contractor's will be required to comply <br /> with its provisions during any site activities involving potential exposure to hazardous <br /> substances. Personnel involved in site activities potentially involving exposure to hazardous <br /> waste will be required to have completed the 40 hour training specified in 29 CFR 1910. <br /> The potential generation of dust during site activities will be minimized by the application of <br /> water to the soil. <br /> 11.6 Cost <br /> The estimated cost to implement the selected rerned is$ 1S,1U(1.
