Sweeten <br /> Hazardous Waste Specialist <br /> Department of Transportation District 10 <br /> Pnc+ nffira Rnv 2048 <br /> Stockton, CA 95201 <br /> STOCKTON CROSSTOWN FREEWAY, STOCKTON, SAN JOAQUIN COUNTY <br /> Since CalTrans plans to incorporate part of Roy's Auto Wrecking' s property into the <br /> Crosstown Freeway project, CalTrans should clean up the contaminated soils <br /> identified in the July 1991 report entitled "Soil Quality Investigation, Roy's Auto <br /> Wrecking" , prepared for CalTrans by Kaldveer Associates. Cleaning up these soils <br /> will prevent them from continuing to be a potential source for ground water <br /> pollution. We understand the San Joaquin County District Attorney is acting on <br /> behalf of the Department of Toxic Substances Control to require Roy's Auto Wrecking <br /> to investigate and clean up its property. The Department should be the lead agency <br /> overseeing the cleanup. <br /> We have concluded that the polluted soil appears to be confined near the ground <br /> surface approximately 60 feet above the water table and, as such, it may not have <br /> polluted the underlying ground water. Consequently, since the polluted soil appears <br /> to be confined to shallow soils, there is no reason for the Board to participate in <br /> overseeing efforts to clean up the site at this time. However, if polluted ground <br /> water is found underlying the CalTrans or the Roy's Auto Wrecking portion of the <br /> site in the future or if a substantially greater threat to ground water quality is <br /> discovered, the Board may become involved at that time. <br /> If you have comments or questions, please call Michael Higgins at (916) 361-5653. <br /> `J <br /> ANTONIA K.
