DRAFT REMOVAL ACTION WORKPLAN <br /> for <br /> SOIL CONTAMINATION <br /> at <br /> Roy's Towing <br /> 3570 East Miner Avenue <br /> Stockton, California <br /> 1.0 INTRODUCTION AND PURPOSE OF REPORT <br /> At the request of the Superior Court this document has been prepared on behalf of Roy and <br /> Norma Knoll to describe the proposed remedial action for soil contamination at the subject site. <br /> The remedial actions described herein are "Removal Actions" within the meaning of CA Health <br /> and Safety Code §25323.1. The location of the site is shown on Figure 1. <br /> Ground Zero Analysis, Inc. (Ground Zero) has completed several phases of environmental <br /> investigation at the subject site. The purpose of this document is to summarize the nature and <br /> extent of soil contamination at the subject site; to summarize the evaluation of remedial <br /> alternatives; and to present a workplan for the selected remedy. <br /> 2.0 BACKGROUND <br /> The subject site is a towing service yard located in Stockton, California. The property is <br /> bounded by East Miner Avenue to the north, Highway 99 to the east, Highway 4 to the south, <br /> and a small business property to the west. The location of the site is shown on Figure 1. <br /> One structure, used for office space and parts storage is currently located on the property. Prior <br /> to Highway 99 right of way (ROW) acquisition, the parcel owned and occupied by Roy's <br /> Towing was larger than at present and included a second structure used as a mechanics' <br /> shop/workshop. This shop was located east of the existing structure. The eastern portion of the <br /> site, approximately 50-60 feet wide and 430 feet long, was acquired by the California <br /> Department of Transportation (CalTrans) for Highway 99 improvements. A site plan is depicted <br /> on Figure 2. <br /> On February 1, 1988 California Department of Health Services (DHS) personnel inspected the <br /> property and observed apparent soil staining, primarily in the vicinity of the warehouse/office <br /> building and the workshop. Samples were collected from surface soil near the two structures <br /> as well as from a small sump inside the warehouse building and from two storage containers. <br /> Laboratory analysis reported that some of the surface soil samples contained elevated <br /> concentrations of petroleum hydrocarbons and/or lead. The sample collected from the sump <br /> contained elevated lead concentrations and detectable levels of petroleum hydrocarbons. <br /> rays\reports\rAW.rpt 1 <br />
