Miner Street
Stockton, CA
The San Joaquin County Environmental Health Department (EHD) has reviewed
the revised "Interim Soil Remediation and Sampling Work Plan" prepared by
Advanced GeoEnvironmental, dated August 30, 2007, for the above referenced
site and received by EHD on September 14, 2007. The plan is for removal and
appropriate disposal of about 125 cubic yards of contaminated soil and the
collection of soil samples.
The EHD is in agreement with the plan and provides the following comments.
The stockpile samples are to be analyzed according to the disposal facility
(landfill) requirements for acceptance. The EPA Method 7421 should be used for
Lead analysis of the excavation soil samples and if any result is 50 milligrams per
kilogram or more, then a Waste Extraction Test (WET) for Lead should be
performed on the sample. The EPA Method 6010 B should be used for analysis
for other metals and if any result is ten times the Soluble Threshold Limit
Concentration (STLC) for the metal in the California Code of Regulations Title 22,
Section 66261.24, then a WET for the metal should be performed on the sample.
If any metal concentrations using the WET exceed the STLC, then further
excavation and sample analysis should be performed.
If you have any questions contact me at (209) 468-3449.
Donna Heran, REHS, Director
Environmental Health Department
Margaret Lagorio, REHS
Program Coordinator Unit IV
AGE — Bill Little
San Joaquin County District Attorney's Office— David Irey
