The maintenance shop <br /> is locked when the Facility is unattended. <br /> The Facility securely caps or blank-flanges the unloading connections of Facility piping <br /> when not in service or when in standby service for an extended period, or when piping is <br /> emptied of liquid content either by draining or by inert gas pressure. All drains for <br /> containment areas are keep in the in the correct position and only facility personnel have <br /> authority to discharge to the self-contained, stormwater system. <br /> 3.9. TANK TRUCK UNLOADING RACK - 40 CFR 112.7(h) <br /> There are no loading/unloading racks located at this Facility, therefore this section does <br /> not apply. <br /> 3.10. BRITTLE FRACTURE EVALUATION - 40 CFR 112.7(1) <br /> There are no field-constructed ASTs at the facility, therefore this section does not apply. <br /> 3.11. CONFORMANCE WITH STATE AND LOCAL APPLICABLE REQUIREMENTS - <br /> 40 CFR 112.70) <br /> All applicable ASTs at this Facility are registered with County of San Joaquin and have <br /> current certificates of registration and special use permits required by the local fire code. <br /> 4.0. DISCHARGE PREVENTION — SPCC PROVISIONS FOR THE FACILITY <br /> The following measures are implemented to prevent oil discharges during the handling, <br /> use or transfer of oil products at the Facility. <br /> 4.1. FACILITY DRAINAGE - 40 CFR 112.8(b) <br /> Any potential discharge from ASTs will be restrained by secondary containment <br /> structures. Discharges occurring during unloading operations will be restrained by the <br /> surface swale until cleanup can occur. Drainage from the concrete berms is captured by <br /> an oil water separator to prevent a discharge from entering the Facility drainage system. <br />
