I reviewed what you sent over and closed out three of the open violations. For the other open violations this is what I
need to close them out:
#618-Please provide a copy of the monthly inspection form filled out once the inspections start being done. The SPCC
plan states that the 12,000 gallon tank in building 590 will have a SP001 formal external inspection every 20 years. How
old is this tank? If it is already 20 years old can you provide a copy of the formal external inspection.
#619-Please provide a statement that the SPCC training has been completed.
#723-The monthly inspection form from#618 will cover this one as well.
If you have any questions or need assistance please let me know.
Best Regards,
Lydia Baker
Registered Environmental Health Specialist
San Joaquin County
Environmental Health Department
209-468-8257
Ibaker@sigov.org
Please note my email address has changed to Ibaker@sigov.org
From:Young, William E. <voungwi@aafes.com>
Sent: Wednesday, April 8, 2020 9:44 AM
To: Baker, Lydia <Ibaker@slgov.org>
Cc:Jackson, Damon R. <JacksonDamon@aafes.com>; Altom, Kent<Altom@aafes.com>
Subject: RE: Return to Compliance AAFES
Ms Baker,
Attached is our revised SPCC plan and a draft response to the violations. I believe this should address many of the
outstanding issues.
Pursuant to our conversation, the SPCC program should have been directed to our Loss Prevention group in conjunction
with Transportation, as it is their storage tank. Since the agency visit we have changed Loss Prevention Mangers three
times and finally have someone who will help me correct the training and record keeping aspect of the program. We are
a Federal Agency and this is the only location we have that has a SPCC plan and we have difficulty with many of the
programs we have here in California.
After reviewing the document, perhaps we can discuss this in order to facilitate a resolution.
Stay Safe
William "Eddie"Young
Facility Manager 11
AAFES West Coast Distribution Center
700 E Roth Road, Bldg 549
6
