SU-89-23 OF ALFRED AND JOYCE GROSS (C/O <br /> ACI CONSTRUCTION AND BOB THOMAS) <br /> ---------------------------------------------------------------- <br /> The applicant has submitted this preapplication for a 23-lot sub- <br /> division to be located in an area zoned R1-U and shown as Low <br /> Density Residential on the General Plan. The Planning Division <br /> has reviewed this preapplication and offers the following comments : <br /> 1 . The length of the proposed subdivision street exceeds the <br /> maximum length permitted by Section 9-9346 of the Planning <br /> Title for cul-de-sacs or dead-end streets . This section of <br /> the Title limits the length of these streets to 600 feet . <br /> Based on this, the applicant should consider phasing the <br /> development into two phases . Phase 1 would include the <br /> eastern portion of the site, with lots served by a stubbed <br /> street not exceeding 600 feet in length. Phase 2 would then <br /> include the western_ portion of the site , with the subdivision <br /> street continued through the site and connecting with a <br /> street to be developed on adjacent properties . <br /> 2 . If the applicant is not interested in phasing the project , <br /> then site development should be postponed until a master cir- <br /> culation plan for this area can be prepared and adjacent pro- <br /> perties can be developed concurrently, therefore providing <br /> appropriate access and circulation for all subdivision parcels . <br /> 3 . When the subdivision is submitted, the property identified as <br /> APN 177-230-45 shall be shown as a numbered subdivision lot . <br /> This property is not a separate legal lot of record and is <br /> the result of an illegal subdivision, as no parcel map was <br /> ever filed for application PM-84-127 . <br /> 4 . The applicant should note that public water , sewer, and ter- <br /> minal drainage will be required for this subdivision, and <br /> "will-serve" letters will be required at the time of applica- <br /> tion submittal . <br />
