Box 388 <br /> Stockton, California 95201-0388 <br /> SUBJECT: Analytical Summary Tank Excavation <br /> Federal Building (Stockton) <br /> 401 North San Joaquin <br /> Stockton, California, 95201 <br /> Site Code: 505260 <br /> Dear Ms. Meays: <br /> On behalf of the General Service Administration, Cape Environmental Management, Inc. <br /> (CEMI) has completed a review of environmental laboratory data for soil samples collected from <br /> the tank excavation at the subject site. Soil samples were collected from nine locations within <br /> the excavation on May 10, 1995 and transferred to Excelchem an environmental laboratory in <br /> Roseville, California. Additional soil samples were collected from seven locations within the <br /> extended excavation from which the second underground storage tank (UST) was removed and <br /> two locations in the soil stockpile on site on June 16, 1995 and transferred to Excelchem. <br /> Locations sampled within the excavation are illustrated in the attached Figure 1. <br /> Soil samples were analyzed for total petroleum hydrocarbons as gasoline (TPHg) using EPA <br /> Method 8015 modified, total petroleum hydrocarbons as diesel (TPHd) using EPA Method 8015 <br /> modified, total petroleum hydrocarbons as oil (TPHo) using EPA Method 8015 modified, and <br /> benzene, toluene, ethyl-benzene, total xylenes (BTEX) using EPA Method 8020. Attachments <br /> include a summary of analytical results tabulated in Table 1 and the Excelchem Analysis <br /> Reports. <br /> Based on the analytical results submitted to CEMI it appears that elevated levels of petroleum <br /> hydrocarbons are present in soils at depth beneath the concrete electrical vault at the west side <br /> of the excavation and at depth in the extreme northeast corner of the excavation beneath the <br /> existing structure. Removal of the impacted soil through further excavation is not possible <br /> without risking undermining the electrical vault and building. <br /> Also, CEMI has requested additional soil sampling and laboratory testing to facilitate <br /> characterization of impacted soil.
