` ''FIWIRONM ENTAL - K AL i h
MANAGEMENT
I N C 2 ' 25
25
August 16, 1995
Ms. Mary F. Meays, R.E.H.S.
San Joaquin County Public Health Services
Environmental Health Division
445 N. San Joaquin Street
P.O. Box 388
Stockton, California 95201-0388
SUBJECT: Addenda to Analytical Summary Tank Excavation
Federal Building (Stockton)
401 North San Joaquin
Stockton, California, 95201
Site Code: 505260
Dear Ms. Meays:
On behalf of the General Service Administration, Cape Environmental Management, Inc. (CEMI)has
prepared this addenda to the previously submitted review of environmental laboratory data for soil
samples collected from the tank excavation at the subject site dated July 14, 1995.
CEMI had requested additional soil sampling and laboratory testing to facilitate characterization of
impacted soil from the UST excavation at the subject site. On July 6, 1995 a soil sample, N. Wall 14',
was obtained from the side-wall of the excavation, at approximately 14-feet deep in the north-east
portion of excavation (adjacent to the former Tank B location), from a location exhibiting staining
and odor characteristic of fuel oil. This soil sample was submitted for laboratory analyses utilizing
EPA Test Method 8240 for volatile organics, EPA Test Method 8080 for polychlorinated biphenyls
(PCBs), EPA Test Method 8100/8310 for polynuclear aromatic hydrocarbons (FNAs), and EPA Test
Method 6010/7000 Series for Title 26 metals. In addition, soil sample T2-6-21' (below the former
Tank B location) was analyzed for Title 26 metals. Analytical results for the organic analyses
performed on the N. Wall 14' sample are presented in attached Table 1 and Table 2. Results of the
Title 26 metals analyses for both samples are presented in the attached Table 3. A copy of the
analytical laboratory reports provided to CEMI is attached.
No PCB compounds were detected in sample N. Wall 14'above the laboratory detection limit for the
8080 Method. Also, no volatile organic hydrocarbons were detected in the samples above the
detection limit for the 8240 Method.
Elevated concentrations of TPHg, TPHd, TPHo and the PNAs detected in sample N. Wall 14' (see
Table 1 and Table 2)are probably associated with the fuel oil which appears to have leaked from the
UST.
shared\env\gsa\2403.20\stocktn2.ltr
20280 South Vermont Avenue
S u i t o 2 5 0
Torrance, California 90502
3 1 0 5 3 2 • 4 5 0 0
F A X 5 3 2 • 6 0 2 2
