ENVIRONMENTAL
MANAGEMENT
I N C
RECE
June 27, 1996 J l 0 1 X996
ENVIRONMENTAL HEALTH
Ms. Mary Meays pERM1T f SERVICES
San Joaquin County Public Health Services
Environmental Health Division
304 East Weber Avenue., Third Floor
Stockton, California 95201-0388
SUBJECT: Drilling Permit and Additional Site Assessment Work Plan Information
Federal Building
401 North San Joaquin Street
Stockton, CA 95202
Site Code: 505260
Cape Project No. 2403C.41
Dear Ms. Meays:
Please find the enclosed permit application and payment for the construction and/or installation
of one (1) monitoring well and four (4) soil borings. Work will performed according to the
previously submitted Work Plan, dated October 1995. As per our discussion, an additional
boring will be advanced in the area of S-4 at 16 feet in the eastern portion of the excavation. Soil
samples will be obtained from this location to determine the extent of contamination. Location
of this additional boring is indicated on the enclosed diagram. In an effort to provide additional
lithologic site information during this investigation, CAPE intends to advance one (1) of the
vertical soil borings using.a continuous core sampler to obtain a more detailed logging of
subsurface conditions. As discussed, it may be prudent to obtain additional soil samples for
analysis of soil moisture and permeability. These additional analyses will assist in the
preparation of a fate mode, such as SESOIL, in the event that contamination is present only in
the unsaturated zone. Soil moisture analysis will be performed using ASTM test method D2216
and falling head permeability analysis will be performed using California test method CA220.
Mitchell Drilling will perform drilling services for this project and they have been informed to
forward an authorization letter in reference to the permit application.
env\gsa\2403c.41\permit.doc
20280 South Vermont Avenue 1
S u i t e 2 5 0
Torrance, California 90502
310 532 4500
FAX 532 6022
