KEI-P88-1013 .QR4 <br /> April 19 , 1993 <br /> Page 3 <br /> DISCUSSION AND RECOMMENDATIONS <br /> Based on the monitoring data (ground water level and free product <br /> measurements) collected and evaluated to date, KEI recommends a <br /> modification to the current monthly ground water monitoring <br /> program. The ground water flow direction has consistently been <br /> towards the south-southeast to the east-northeast for the past four <br /> quarters (June 1992 through March 1993) . In addition, no free <br /> product or sheen has been detected in any well to date. Therefore, <br /> KEI recommends that the monitoring frequency for all of the wells <br /> be reduced from monthly to quarterly. The wells will continue to <br /> be sampled on a quarterly basis. <br /> In order to comply with a request from the San Joaquin County <br /> Public Health Services (SJCPHS) Department, KEI previously <br /> recommended the installation of an additional monitoring well as a <br /> replacement for former well MW9 . This well, identified as MW14 , is <br /> shown on the attached Figure S . In addition, in order to comply <br /> with a request by the SJCPHS to bring well MW6 into active status <br /> (well MW6 is currently dry) , KEI recommended that MW6 be destroyed <br /> . and that a deeper replacement well be installed. This well, <br /> identified as MW15 , .is also shown on the attached Figure 5 . KEI <br /> understands that Unocal is currently negotiating off-site access <br /> permission for this additional work. Once off-site access <br /> agreements and all necessary permits have been obtained, KEI will <br /> proceed with the proposed well destruction and installation work. <br /> As previously reported by KEI, additional monitoring wells in the <br /> apparent downgradient direction of the former Unocal site are not <br /> recommended at this time. A Montgomery Wards ' auto repair facility <br /> occupies the parcel (across Robinhood Drive) in the apparent <br /> downgradient direction of the site. As noted in KEI ' s report (KEI- <br /> P88-1013 .R2) dated July 15, 2992 , a previous inspection of the <br /> Montgomery Wards ' site revealed areas of concrete and asphalt <br /> disturbances that appeared to be the locations of former pump <br /> islands and underground storage tanks. KEI understands that Mr. <br /> Michael Infurna of the SJCPHS is requiring that Montgomery Wards <br /> perform an environmental investigation on their site because of <br /> contaminants that have been detected in the vicinity of the former <br /> pump islands and underground tanks. KEI will review the technical <br /> report for the Montgomery Wards ' site when it becomes available, <br /> and will make additional recommendations pertaining to the Unocal <br /> subsurface investigation as warranted. <br /> DISTRIBUTION <br />. A copy of this report should be sent to SJCPHS, and to the Regional <br /> Water Quality Control Board, Central Valley Region. <br />
