Baker, Lydia
From: Michael Collins <mcollins@foodexp.com>
Sent: Friday, May 22, 2020 9:30 AM
To: Baker, Lydia
Subject: FW: Food Express, Inc. SPCC Plan
Attachments: Food Express, Inc. - SPCC Plan GT - Final.pdf, SPCC Keys to Success ver2.0.pdf,ATC
Sevices Portfolio.pdf
Good Morning Lydia. Here is the new approved SPCC Plan for us from ATC.The hard copy should be at my location next
week. Let me know if this will work for our return to Compliance or if you need me to send you over the pages I need to
sign as well once it arrives. Have a great 3 day weekend!
FOOD EXPRESS, INC.
Michael Collins
Terminal Manager
P 209-858-2142
F 209-858-2418
From: Mike Sonke [mailto:mike.sonke@atcgs.com]
Sent:Thursday, May 21, 2020 7:59 PM
To: Michael Collins<mcollins@foodexp.com>
Cc:Jeanne Homsey<jeanne.homsey@atcgs.com>
Subject: Food Express, Inc. SPCC Plan
Hi Michael,
ATC Group Services LLC is pleased to present the enclosed Spill Prevention Control and Countermeasure (SPCC) Plan that
has been customized to your facility. This email includes an electronic copy, but a hard copy is being produced and
shipped out for delivery early next week.
This plan was developed in accordance with Title 40 of the Code of Federal Regulation subchapter D Part 112 and
California Code Health and Safety Code Chapter 6.67.
Upon receipt of your plan,we recommend you respond by taking the following actions to realize all the benefits from
your new SPCC Plan.
• Sign the SPCC Plan Management Approval blank on page 6. This telegraphs to the regulator that your facility's
management is in support of the SPCC.
• Sign Appendix A. The Certification of the Applicability of the Substantial Harm Checklist relieves your business of
significant additional requirements, but a signature is needed to validate it.
• Budget some time to review your SPCC Plan to ensure you are familiar with its contents.
• Review the document SPCC KEYS TO SUCCESS (attached). We recognize that some of the points seem obvious
but they do represent key actions that can be taken to help successfully implement your SPCC Plan.
• Mark your calendar and arrange to have Formal External Inspections (FEI) performed on your 6k Motor Oil &
Hydraulic Oil ASTs by 2022 by a STI SP001 Certified Inspector(STICI) before March of 2022.
1
