Lathrop, California 95330 <br /> May 2020 <br /> Page 24 <br /> during and constantly monitor transfer operations, remaining immediately "at the ready" to cease <br /> the transfer process by valving off the flow or de-energizing the transfer pump. This method of <br /> filling of containers requires instantaneous or near real time information regarding the downstream <br /> space availability(ullage). The oil level sensing device and/or alarm system must be testable and <br /> be tested on a regular basis, in accordance with the manufacturer's instructions. <br /> Autonomous Fill System — Used most often on larger containers, with high rates of oil transfer, <br /> where the refill operator has less of an active role in the transfer process other than to connect <br /> the transfer hoses, open the appropriate valves, and/or energizing the appropriate transfer pump, <br /> and casually monitor the process. Subsequently the process proceeds autonomously where the <br /> refill operator has little active participation, until the transfer process is complete. For these <br /> autonomous fill system, an instantaneously acting physical overfill protection device (as listed in <br /> Section §112.8(C)(8)) that automatically disrupts and ceases the transfer process by use of a <br /> valve (physically blocking the transfer of additional oil) or de-energizing the transfer pump. The <br /> physical system is often backed up with an overfill alarm. The oil overfill protection device and <br /> alarm system must be testable and be tested on a regular basis, in accordance with the <br /> manufacturer's instructions. <br /> The actual method used for filling/refilling each container at this facility and the overfill prevention <br /> devices employed are described in Table 1. The predicted oil spills that may result from a failed <br /> storage or transfer components are indicated in Table 2. <br /> 13.8. OBSERVATION OF TREATED EFFLUENT [40 CFR §112.8(0)(9)]: <br /> Not applicable since there is no storm water/effluent treatment equipment at the facility. An oil <br /> water separator is used at the facility for the wash down of equipment at the facility but this <br /> separator is not part of the storm water management system. <br /> 13.9. CORRECTION OF VISIBLE LEAKS [40 CFR §112.8(0)(10)]: <br /> Visual monthly and annual inspections are documented on forms stored in Appendix D. Visible <br /> discharges that result in a loss of oil from a container, including but not limited to, seams, gaskets, <br /> piping, pumps, rivets, and bolts shall be promptly corrected. Any material that accumulates within <br /> a diked area (none located at the facility) must be promptly removed. <br /> 13.10. POSITION OF MOBILE OR PORTABLE STORAGE CONTAINERS [40 <br /> CFR§112.8(0)(11)]: <br /> When present, mobile or portable oil storage containers will be positioned or located in a manner <br /> to prevent a discharge of oil.
