• Every internal combustion engine should be equipped with a <br /> properly operating muffler of a type recommended by the <br /> manufacturer. ? <br /> Impact 2 - Operational Impacts <br /> The guidelines established in the Noise Element of the County's <br /> General Plan provide criteria for judging the significance of the poten- <br /> tial noise impacts. The adopted land use compatibility standards, <br /> depicted in Figure 3.5, permit noise levels up to 75 dBA as acceptable ` <br /> levels for manufacturing, industrial , and agricultural environments. ~ <br /> With the exception of the institutional land use represented by the <br /> Northern California Youth Center and residence near the southern end of <br /> the property, the other land uses in the project vicinity fall within <br /> these categories. <br /> The applicant intends to use a variety of equipment on site for the <br /> sorting, drying, and briquetting of biomass materials. This equipment <br /> includes hoppers, screens, and conveyors. Agricultural waste materials <br /> would be stockpiled on site and would be moved into hoppers using a <br /> front-end loader. The proposed chipping of vineyard and tree trimming <br /> and similar material will take place off-site using portable chippers.' <br /> I <br /> Other noise sources include hauling trucks. <br /> Noise related to the operation of the proposed facility would be <br /> caused primarily by the front-end loaders operating at peak noise level <br /> of 82 dBA, conveyor motors at 80 dBA and screens/sorters at 84 dB I. <br /> These are all one-hour noise levels (Leq) at 50 feet. Leq is a measu e <br /> of the average noise energy measured over any given time perio <br /> Combined noise levels for the equipment are not likely to exceed pe k <br /> levels of 85 to 86 dBA. At 200 feet, noise levels would be below the 5 ; <br /> dBA level needed to meet County guidelines for agricultural and indus- <br /> trial areas. <br /> Additional noise would be produced by portable chipping equipmInt <br /> which would be used in agricultural areas off the site.
