would range between 15 to 30 feet. A stack associated with the facilit
y
would reach 50 feet in height. Figure 2.3 shows that Eucalyptus trees
would be planted along the facility's western and northern perimeter.
The plan indicates these trees would be planted crown-to-crown in
manner that would visually screen the view of the facility for
surrounding residents and motorists traveling along Austin Road and Mari-
posa Road.
Reflective roofing materials could possibly be used which could
affect pilots using the Stockton Metropolitan Airport.
Mitigation Measure. Because the project proponent would plant row
of Eucalyptus trees as visual screens along the western and norther
edges of the project site, direct views of the facility will be obscure
by vegetation. The use of Eucalyptus trees in this manner is a commo
sight in the Central Valley where farmers have planted rows of Eucalyptus
as wind shelters. The use and placement of Eucalyptus trees, as illus-
trated in Figure 2.3, would create an effective visual screen once the
crowns of the trees have grown together. To assure the trees would
provide an effective visual screen as soon as possible, large (mature)
trees (in 50-gallon containers) should be planted along Austin Road an
along the north edge of the facility, in the initial development phase.
This measure would help mitigate the facility's visual impact.
I
Reflective roofing materials should not be used which could affect
pilots.
Impact 2 - Nighttime Glare
Lighting plans for outdoor lighting have not yet been prepared.
However, due to the nighttime operation of the facility, it is antici-
pated that surface parking areas, entrances, outdoor work areas would b
lit at night. Glare could be created which would impact residence
located in the project vicinity. Such lighting would be visible t
motorists traveling along Austin and Arch Roads. Any outdoor light
which beam into nighttime skies would also create aviation hazards for
planes passing over the facility during landing or takeoff operations.
3-87
104-S.R3 4/11/89
