CHAPTER 4 <br /> CUMULATIVE IMPACTS <br /> INTRODUCTION <br /> Cumulative impacts refer to two or more individual effects which <br /> when considered together, are considerable or compound or increase other <br /> environmental impacts. Cumulative impacts can result from individual) <br /> minor but collectively significant projects taking place over a period o <br /> time. <br /> The project site is located in an area of San Joaquin County which <br /> is experiencing growth in industrial and institutional uses. For exam- <br /> ple, the Women's Detention Facility on the east side of the subject prop- <br /> erty is adding six new buildings and 600 beds. Two new units of <br /> proposed industrial park on Arch Road would convert 960 acres of farmlan <br /> to urban-type uses. The population of the County as a whole is growing <br /> at a rate of 3.1 percent annually (San Joaquin Council of Governments <br /> 1985) . Clearly, there is a trend toward non-agricultural uses in the <br /> region, particularly to the north and west of the project area. <br /> ENVIRONMENTAL IMPACTS <br /> The cumulative impacts of proposed development in the area could <br /> have far-reaching effects for traffic, land use and other issues <br /> discussed in this EIR. The degree of many of the cumulative impacts <br /> would depend on the timing of development. <br /> Land Use <br /> The proposed project could be considered to have a small positive <br /> cumulative impact on agricultural land use in the County and in the <br /> 4-1 <br /> 101-36.R3 4/10/89 <br />
