CHAPTER 5 <br /> GROWTH INDUCEMENT <br /> Growth-inducing impacts primarily refer to the direct population, <br /> housing and/or employment changes that are brought on by a proposed <br /> project. New infrastructure put in place to serve a project is the major <br /> cause of such impacts. This project would have no growth-inducing <br /> impacts resulting from extension of new roads, major water or sewer <br /> lines, as none are proposed to serve the project. The proposed project <br /> could warrant improvements on Arch and Mariposa Roads. While no signifi- <br /> cant adverse traffic impacts would result from the project, the cumula- <br /> tive effect of residential projects to the north and east and industrial <br /> projects to the west may justify roadway improvements. <br /> The project would employ 26 individuals, largely from the surround- <br /> ing communities. As it would provide jobs for currently under-employed <br /> or unemployed persons, along with serving a waste oil and biomass recov- <br /> ery purpose, it can be seen as offering a source of sustainable growth <br /> for the local area. While it would contribute to local economic develop- <br /> ment by marginally increasing the work force, the number of jobs created <br /> is miniscule in relation to Stockton's work force of over 100,000. It <br /> would only result in a 0.003 percent change in the number of jobs in the <br /> Stockton area. Therefore, the proposed project would not have growth- <br /> inducing impacts. <br /> 5-1 <br /> 101-38.R3 4/10/89 <br />
