availability, land cost, its proximity to major roadways, and its <br /> centrality in relation to the major sources of agricultural wastes. The <br /> project site is, in fact, located almost in the geographic center of San <br /> Joaquin County's orchards and vineyards, being within a 20 mile radius of <br /> 90 percent of all of them. <br /> Site-specific impacts differ among the other locations considered. <br /> The most urban among them, Area 2 in Figure 6.1, is now the Spoils Area <br /> in the Port of Stockton. While having the land use compatibility advan- I <br /> tage of being among industrial and storage operations, it has a number of � <br /> offsetting impacts and disadvantages. This site, on the west side of ! <br /> Stockton, would be the most inconveniently located of the five options inl <br /> relation to orchards that are all located to the east and south. This <br /> would necessitate truck traffic through the City of Stockton, posing a <br /> greater traffic impact, particularly as the City continues to grow ands <br /> infill . Land and development costs for Area 2 were considered excessive <br /> by the applicant. <br /> Area 3 is near the intersection of State Route 99 and Arch Road. <br /> Although it is better situated in relation to the biomass sources and has <br /> improved access over Area 2, this option has higher existing traffic on <br /> heavily traveled Route 99. Higher land development costs and lack of the <br /> preferred size for the parcel also were found by the applicant to be <br /> drawbacks. <br /> Area 4 is two miles south of the project site on the west side of <br /> Austin Road. It would have relatively fewer land use impacts on adjacent ' <br /> land uses, as this site is just north of the Forward Inc. Landfill and <br /> south of the City of Stockton Landfill . Forward Inc. is also running a <br /> small solid waste recycling operation at present. Seemingly compatible <br /> land uses are offset by a higher concentration of truck traffic in this <br /> vicinity. There is also the prospect of the parcel 's eventual condemna- <br /> tion by the City of Stockton for the expansion of their existing landfill <br /> when it reaches capacity sometime around the turn of the century. <br /> However, this alternative area could be seriously considered if the <br /> proposed project site is found to not be the best location for the <br /> project. <br /> 6-3 <br /> 101-40.R3 4/10/89 <br />
