2.1.3 Fuel Use and Emissions <br /> The fuel to be used for drying, steam production and fuel <br /> additive operations is a blend of recycled lubricant and No. <br /> 2 fuel oil . Propane will be a back-up fuel source for the <br /> drying operation only. <br /> At full load, with the highest anticipated moisture level in <br /> the biomass, each dryer will require 100 gallons per hour of <br /> blended fuel oil with a minimum heating value of 18,000 <br /> BTU/lb. Fuel may also be used as an additive to the <br /> finished briquettes, the quantity of which will be based on <br /> certain agglomeration properties and buyers requirements. <br /> The two types of emissions associated with the briquetting <br /> operations are combustion by-product emissions from fuel <br /> burning, and fugitive emissions from biomass storage and <br /> handling. <br /> A. Combustion by-products - Fuel use will be controlled to <br /> maintain combustion emissions to levels below the federal, <br /> state and county ambient air quality thresholds. For <br /> constituents not regulated by those air quality guidelines, <br /> the emissions will be controlled to meet OSHA (29 CFR 1910). <br /> Finished fuel oil will meet state recycled oil regulations <br /> (Health and Safety Code, Section 25250.1 et. seq.) . <br /> B. Fugitive emissions - The areas in the briquette <br /> storage, processing and handling operations most likely to <br /> generate fugitive emissions (ie., particulates) are as <br /> follows: <br /> -biomass storage pile <br /> -biomass handling equipment <br /> -drying operations <br /> -pneumatic transfers <br /> To control fugitive emissions in these areas the following <br /> control methods will be used: <br /> -The storage pile will be shielded from prevailing winds <br /> by wind breaks and wetted with hose streams to control dust. <br /> -All equipment, including shaker screens and the hammer <br /> hog, but excepting the reclaim hopper, will be fully <br /> enclosed at all times of operation. <br /> -Pneumatic air will exit the classifying bins through <br /> cloth-type filtration equipment. <br /> -A baghouse will be used to minimize fugitive emissions <br /> associated with the drying operation. <br /> 8 <br />
