The potential for the proposal to establish an undesirable, growth-inducing precedent. <br /> • This proposal may lead to requests both to enlarge the AL-5 area and to create other <br /> AL-5 zones In areas which have similar characteristics. <br /> 4. The effect of the proposal on the fiscal health of the County. <br /> • No effects on the fiscal health of the County attributable to this project have been <br /> Identified. <br /> The General Plan also contains implementation criteria for zone reclassifications, which are: <br /> 1. That additional land is needed for urban development <br /> • It does not appear that this criteria can be met. <br /> 2. That adequate services can be made available for the development permitted in the zone. <br /> • Private wells and septic systems and on-site retention ponds for storm drainage will <br /> service any further subdivision. <br /> AREkNEIGHBORHOOD COMPATIBILITY: <br /> Public Opposition: <br /> One letter(see Attachment A) in opposition to these applications has been received in response <br /> to the referral of these applications. The San Joaquin Farm Bureau objects to San Joaquin <br /> County initiating a proposal which is of financial benefit to only one property owner while <br /> adversely impacting the agricultural area <br /> In response to this notification, one letter (see Attachment B) was received from an adjacent <br /> property owner requesting that their 20-acre parcel, immediately south of this application site, be <br /> included in the area to be amended and reclassified. <br /> At the time of Mr. and Mrs. Byington's application, four letters were received, three om <br /> neighboring property owners and one from the Farm Bureau. All expressed opposition t the <br /> proposal on the grounds of loss of agricultural land, fragmentation of land designated for <br /> agricultural use, and the potential disruption of agricultural practices in the area <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Initial Study was prepared for this project on October 14, 1992- On the basis of that review, no <br /> significant, adverse environmental impacts were identified, and a negative declaration was prepared. In <br /> addition, a Certificate of Fee Exemption with a 'De Minimis Impact Finding' has been prepared which <br /> states that the project could not have an adverse effect on wildlife resources. <br /> -9- <br />
