Employee training records for the management of hazardous waste were incomplete. -written description of the type and amount of both introductory and continuing training that will be given to each person filing each position -records that document that the training has been given to and completed by facility personnel annually Employee training records shall include: 1. the job title for each position at the facility related to hazardous waste management, and the name of each employee filling each job; 2. written job description for each position listed above; 3. written description of the type and amount of both introductory and continuing training that will be given to each person filing positions listed above; 4. records that document that the training has been given to and completed by facility personnel. Training records on current employees shall be kept until closure of the facility. Training records on former employees shall be kept for at least three years from the date the employee last worked at the facility. Ensure that employee training is properly documented. This is a minor violation. 119 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. Copies of hazardous waste disposal records for used oil(June 2015 to January 2016&March 2016 to June 2018), filters(June 2105 to June 2018)and used absorbent(June 2015 to June 2018)were not found on site. Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD. This is a repeat violation, Class II. 202 HSC 25189.5(a) Disposed or caused disposal of HW at an unauthorized point. Several large piles of treated wood waste were observed on the ground outside the locomotive barn adjacent to the north corner,west corner and southwest wall. Hazardous wastes shall be disposed of only by transportation to a permitted hazardous waste treatment, storage, and disposal facility(TSDF). Immediately cease disposal of hazardous waste to the ground and ensure that all future waste is hauled by a licensed hazardous waste transporter to a permitted TSDF. This is a Class I violation. 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. Several large piles of treated wood waste were observed on the ground outside the locomotive barn adjacent to the north corner,west corner and southwest wall. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the environment. Immediately manage the piles of treated wood waste according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was managed.
