Page 2 COPY
:SPR 13 1999
Russell Chapin
Soil and groundwater samples need to be collected to determine the current conditions
and evaluate those concentrations in relationship to concentrations previously
documented prior to VES operation.
The vertical extent of contamination in soil has not been defined on site in the area of
MW-1; sample number S-20-B1 contained 15 ppm TPI-Ig and 0.26 ppm Benzene at 20
feet bgs. This area needs to be further characterized vertically. Further vertical soil
definition also needs to be completed in the areas of MW-4 and VE-1.
The soil and groundwater conditions off site, downgradient of the facility in the area of
MW-3 and MW-5, also need further definitions in order to perform a mass volume
estimate and evaluate the possible need to perform active or passive off site
remediation.
PHS/EHD agrees with AGE's proposal to destroy MW-7 which has tested below
detection limits in soil and groundwater. Please submit a work plan and permit
application for review and permit issuance.
If you have any further questions regarding this matter, please contact Harlin Knoll at
(209) 468-3442.
Donna Heran, REHS, Director
Environmental Health Division
Harlin Knoll, Senior REHS Margareftagorio, REHS
LOP/Site Mitigation Unit IV Supervisor
HK:Ib
c: RWQCB, Central Valley Region — Mark List
c: AGE
chaplet
