Response to Russell Chapin Letter - 3 - 6 April 2009
1766 Monte Diablo Ave., Stc on, San Joaquin Co.
tables and lab sheets, same recommendations. same background information, etc.) in
both reports.
4) In summary, the County provided a sound technical and detailed explanation of the
facts in their response letters to Mr. Chapin, as have our past letters. Two SWRCB
UST Cleanup Fund 5-year Review Letters did not support closure without further
remediation, and in March 2009, the UST Cleanup Fund recommended addition of an
unspecified alternative remedial technology to address the groundwater contamination.
Currently, SWRCB UST, SWRCB Cleanup Fund, RB, and County staff's concur that
additional corrective action activities are necessary and do not support closure at this
time. Finally. Mr. Chapin has not contacted the County to set up a meeting to discuss
the issues of cost effective and timely remediation, as was recommended in the
19 February 2009 letter from the RB Program Manager (Brian Newman) to Mr. Chapin
(attached).
