(AGE). AGE <br /> offered as justification for the suspension of active remediation: <br /> • "...to establish a dissolved contaminant rebound after 18 months of active <br /> remediation...; thus evaluating the cost effectiveness of the corrective <br /> action.; and <br /> • "Mr. Chapin does not have the financial capabilities to continue active <br /> remediation and likely limited quarterly ground water monitoring activities <br /> until Mr. Chapin can receive reimbursement from the UST Cleanup Fund <br /> (i.e. $82,000-100,000).° <br /> The EHD was informed this day (27 April 2009) that without prior approval of the <br /> Request by the EHD to suspend the remediation, or notification to the EHD that <br /> remediation was going to be suspended, active remediation was terminated on <br /> 28 February 2009 at your direction. Active remediation was previously terminated <br /> at your direction, without EHD approval or notification in November 2008, and <br /> you were directed by the EHD by letter dated 25 November 2008 to resume <br /> active remediation. <br /> To evaluate your unapproved action and technical justification, the EHD prepared <br /> the following graph of concentrations of total petroleum hydrocarbons quantified <br /> as gasoline (TPHg), and benzene in monitoring well MW-1 over time and <br /> considered the concentration response during periods of active remediation <br /> against periods of monitoring only: <br /> Suspension and Reduction response Letter 0409.doc <br />
