• <br /> To date USTF has reimbursed a total of $700,000. USTF currently owes Chapin Bros <br /> Inc $1,400.00 (Not billed) <br /> Chapin Bros Inc. owes the City of Stockton $22,000.00 for a sewer connection fee. <br /> January 22, 2009. Advanced Geological Engineering Summary of Site Remediation <br /> That remediation at the site has reduced hydrocarbon mass by approximately 95%. The <br /> overall technological difficulty of additional mass removal (the remaining 5%) is unlikely <br /> to make continued remediation cost-effective. Advanced Geological Engineering <br /> supports site closure for the facility based upon general site conditions, including; <br /> 1. The age of petroleum release with degradation of gasoline components <br /> (benzene) and a generally limited migration of benzene. <br /> 2) A well-defined dissolved hydrocarbon plume. <br /> 3) The lack of sensitive receptors; and <br /> 4) The low potential for beneficial use of the drinking water in the area of the site. <br /> Existing status <br /> State Water Resource Control Board position: Mr. Kirk Larson of the SWRCB stated <br /> with the current analytical data showing Benzene remaining the site could not be <br /> closed. He recommended additional effort using the Ozone method for the site. <br /> A preliminary draft work plan providing time and cost for the purpose effort was <br /> estimated at $221,901.with a time frame from February 1, 2009 to February 30, 2011. <br /> The San Joaquin County Environmental Health (SJCEHD) POSITION has denied our <br /> request for closure stating no technical basis has been established by which the <br /> Environmental Health Dept. can approve this action And the unauthorized release of <br /> fuel hydrocarbons and additives from former underground storage tanks (UST) system <br /> continues to be pose a threat to the groundwater and human health. That we have not <br /> demonstrated the plume will remain stable after cessation of active remediation by <br /> groundwater pump and treatment. When nor properly projected when water quality <br /> objectives will be met. That a significant mass and concentrated remain at the site. <br /> That the contaminated site is not well understood and that the site hydrology and <br /> geology was not thoroughly understood, characterized, and properly managed. <br />
