Carlton Avenue <br /> Stockton, CA 95203 <br /> Subject: Chapin Brothers <br /> 1766 Monte Diablo Avenue <br /> Stockton, CA <br /> The San Joaquin County Environmental Health Department (EHD) has received <br /> information that you and/or your consultant, Advanced GeoEnvironmental, Inc. <br /> (AGEI) has applied to suspend or terminate your permit to discharge treated <br /> groundwater to the City of Stockton sewerage system. This implied that, without <br /> EHD authorization, you and/or your consultant intended to terminate operation of <br /> the groundwater extraction (GWE) system currently utilized to reduce the mass <br /> of fuel hydrocarbons and additives impacting groundwater on your site and to <br /> exert some hydraulic control on the lateral migration of the impacted <br /> groundwater. AGEI has confirmed to the EHD that the system is not in operation. <br /> Neither you nor AGEI has recommended to the EHD termination of the GWE <br /> system operation or provided a technical justification for terminating the GWE <br /> system operation, in fact as late as 24 October 2008, AGEI recommended <br /> continued operation of the existing on-site groundwater extraction system and <br /> installation of an additional groundwater extraction well (Quarterly Groundwater <br /> Monitoring Report— Second Quarter 2008). <br /> As no technical basis has been established by which the EHD can approve this <br /> action and the unauthorized release of fuel hydrocarbons and additives from your <br /> former underground storage tank (UST) system continues to pose a threat to <br /> groundwater and human health, you are hereby directed to resume operation of <br /> the GWE system within fourteen days of date of this letter. The GWE system <br /> must be kept in continuous operation until the EHD approves cessation of its <br /> operation. The EHD must be immediately informed of, and approve, any planned <br /> shutdown of the remediation system. <br /> Directive Letter 1108.doc <br />
