(AGE). <br /> In addition, EHD staff met with you and your consultant on 31 May 2006 to <br /> discuss your site status and plan future actions to address the concerns related <br /> to the unauthorized release from the underground storage tank (UST) system <br /> formerly operated on your site. <br /> During the 31 May 2006 meeting (the Meeting), held at your request, you <br /> presented a history of the site investigation and remediation efforts to date, and <br /> recommended site closure as you had concluded all had been done that could be <br /> done and that further effort was not cost-effective. The EHD responded by <br /> noting, as previously stated in the EHD letter of 03 March 2005, that in order for <br /> the EHD to concur with a site closure request, you must demonstrate plume <br /> stability and degradation, and make a reasonable estimate of the time required <br /> for the impacted groundwater to return to background conditions. At a minimum, <br /> this requires reasonable estimates of contaminant mass in soil and groundwater, <br /> an understanding and demonstration of the natural attenuation processes <br /> affecting the contaminants, and an understanding of the hydrogeology of the site. <br /> It is the opinion of the EHD, expressed in previous communications with you and <br /> at the Meeting, that your site has not achieved these criteria. Also, the EHD <br /> informed you that the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) was requiring comparison of site-specific data with the <br /> environmental screening levels (ESLs) and the California Human Health <br /> Screening Levels (CHHSLs) of the San Francisco Bay Regional Water Quality <br /> Control Board (SFBRWQCB) to evaluate the site for gross contamination and the <br /> risk posed to human health from the contaminants left in place on site.
