CHRONOLOGY <br /> Chapin Brothers Inc. <br /> 1766 Monte Diablo, Stockton <br /> (APN 135-050-50) <br /> 08/06/85 Chapin Brothers Inc. took ownership of the property on this date. <br /> 10/04/85 The date on the State Water Resources Control Board Hazardous Substance <br /> Storage Container data sheets which show Chapin Bros Inc. as the owners of the <br /> underground storage tanks (USTs) at the site. <br /> 12/18/86 On this date the Environmental Health Department (EHD) made an inspection at <br /> the site and completed a report with monitoring alternatives for the USTs and <br /> mailed it to Chapin Brothers. <br /> 10/08/87 The date the EHD received precision test results indicating the USTs containing <br /> fuel had passed. <br /> 01/10/89 The date the EHD received precision test results indication the waste oil UST <br /> had passed. <br /> 10/31/90 The date of the work plan to perform an environmental assessment because of a <br /> proposed property sale. <br /> 11/30/90 Monitoring well MW1 was installed on the site on this date. <br /> 01/09/91 The date of the Environmental Investigation Summary report that documents the <br /> installation of MW1. <br /> 02/15/91 The date of the letter from Steven Goldberg, attorney for Chapin Brothers with a <br /> narrative prepared by Russell Chapin about operation of USTs at the site under a <br /> sub lease from Shell Oil, who owned the USTs and stated one of the UST's <br /> leaked so Shell replaced it. <br /> 03/15/91 The date EHD filed an unauthorized release report and a notification of <br /> hazardous waste discharge report. <br /> 04/24/91 The date of Chapin's attorney's letter to Shell Oil that they are responsible for the <br /> contamination at the site. <br /> 08/06/91 The date EHD placed the site in the Local Oversight Program and named Chapin <br /> Brothers Inc. and Shell Oil as responsible parties. <br /> 09/09/91 The date of the EHD inspection report stating the USTs are improperly <br /> abandoned and requiring a closure plan be submitted to the EHD or immediate <br /> monitoring of the USTs. <br />
