PUBLIC HEALTH SERVICESSAN JOAQUIN COUNTY
JOGI KHANNA M.D.M.P.H.
Health Officer • P
P.O. Box 2009 (1601 East Hazelton Avenue) • Stockton, California 95201 ,1i K n a
(209) 465-3400
FRED LONG
PDM STROCAL \u
2324 NAVY DRIVE
STOCKTON CA 95203 AUG i9
RE: PDM STROCAL SITE CODE: 18952
2324 Navy Drive
Stockton CA 95206
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
conducted a site inspection on June 2, 1992 and met with representatives of PDM Strocal
to discuss site remediation and closure. PHS/EHD has further evaluated documents in the
file and has the following comments for your review and action.
PHS/EHD recommended in correspondence dated March 23, 1992 that services of a
registered professional be secured by May 27, 1992, that monitoring of existing wells be
initiated by June 17, 1992, and that a work plan, to define the volume of residual
contamination and to install a monitoring well, be submitted by July 31, 1992. Since the
June 2, 1992 meeting, PHS/EHD has not received any correspondence responding to
recommendations. In order to progress, PHS/EHD has outlined due dates for quarterly
monitoring, quarterly reporting and for submittal of a stockpile sampling plan. If you are
unable to meet these due dates, an extension should be requested in writing.
Reports which have been submitted have not been reviewed or signed by a registered
professional as defined by the California Business and Professions Code. Please secure the
services of a registered professional to evaluate methods to determine groundwater gradient
and residual soil contamination, stockpiled and in-situ.
The two monitoring wells which were drilled in 1987 should be monitored quarterly. If the
depth to groundwater remains above the screened interval, MW-2 cannot be used as a
sampling well.
Please initiate quarterly monitoring and reporting of site conditions. Pursuant to Section
2652 of the Underground Storage Tank Regulations (California Code of Regulations, Title
23, Subchapter 16) quarterly monitoring reports should be submitted to PHS/EHD and to
the Central Valley Regional Water Quality Control Board (CVRWQCB) until the
investigation and cleanup of the site is deemed adequate. Initiate quarterly monitoring by
September 4, 1992 with the resultant quarterly report due October 5, 1992.
A Division of tian Joaquin County Health Care, ctv ccs 10
