NO IN
o
WORK PLAN
PRELIMINARY INVESTIGATION OF GROUND WATER
PDM STROCAL SITE
STOCKTON, CALIFORNIA
-. 1.0 INTRODUCTION
The PDM Strocal site is located at 2324 Navy Drive, Stockton, California.
The site location is also described by Parcel 1 (30 acres), lying within
Section 16, Township I North, Range 6 East, Mount Diablo Base Line and
Meridian, in the City of Stockton, California (Book 11 of Parcel Maps, Page
32, San Joaquin County Records), The site location is shown on Figure 1.
A 10,000-gallon underground diesel fuel storage tank was installed on the
_ property in 1981. At that time the property was owned by Western State
Steel. In 1987 the property was purchased from Western State Steel by the
current owner, Fite Development Company, 9857 Horn Road, Sacramento,
California. PDM Strocal, Inc. (PDM Strocal) holds a lease-option-to-buy
agreement with Fite Development Company for the property and has conducted
f
structural steel manufacturing operations at the site since I987.
On March 9, 1989, under contract with PDM Strocal, Western Meter Service
removed.the 10,000-gallon diesel storage tank from the ground. The tank '
removal was necessary to make room for an addition to the existing plant
structure (South Bay Addition). Figure 2 displays the location of the tank
excavation, the excavated soil pile, and existing site structures and the
South Bay Addition. During the excavation activity, discolored soil with a
diesel odor was noted at the west end of the tank, in an area underlying
the fo-::er location of the surface pump installation. A soil sample from
s the western sidewall of the excavation confirmed the presence of diesel
fuel in the soil, at a level of 350er arts million
P P (ppm). As reported
in Appendix A of this work plan, this sample showed nondetectable levels of
benzene, toluene, xylene, and ethyl benzene (BTXE).
-
noWeEnvironmental
zv.......v..,.... ...:
y
dal[ ... ..
