Benjamin Escotto [EH]
From: Schiavo, Dustin <Dustin.Schiavo@calrecycle.ca.gov>
Sent: Thursday, June 27, 2013 11:49 AM
To: Benjamin Escotto [EH]
Subject: Waste Tire Inspections
Attachments: [U ntitled].pdf
Hi Ben,
I know these e-mail probably make you cringe now but I do have a few questions for you.
TPID 1388653 James Blysma Dairy: There are 2 things going on with this one. The tire count on this report says zero but
the notes say there are sidewalls used for ballasts on site. Those side walls do need to be counted and reported as PTEs,
4 sidewalls=1 PTE. Ag sites have an exclusion allowing them to have up to 5,000 tires used as bumpers or ballasts as
long as they cannot hold water and are in use,and the bumpers and ballasts count toward their tire count. The last 2
reports in WTMS indicate a tire count of zero as well so I'm not too worried about this one, but in the future those do
need to be counted. The other thing is I was wondering if you know the name of the hauler Mr. Blysma uses. I spoke to
the hauler unit here and they said they are having some trouble with an Ag hauler around that area who is not
manifesting. Ag haulers are not required to be registered but they do need a letter of exemption and they are still
required to manifest.
TPID 1512276 Ferguson Enterprises: Your notes indicate that UPS next door has moved. In addition to previously using
this TPID they also have their own (UPS Freight(1698942). A report will need to be written for that TPID to close it
out. Since you did a site inspection at that address so recently you can write a report and use a date of 5-31-13 for UPS
if you are confident in your observation that they are gone and no tires remain on site. The other option is to do
another inspection and write a close out report at that time, I'll leave it up to your discretion.
TPID 1432074 Boise Building: No site inspection done. As discussed earlier this month I cannot accept this report and it
will not be submitted into WTMS.
Have a good weekend,.it's supposed to be a hot one.
Dustin Schiavo
Integrated Waste Management Specialist
(916) 341-6485
Dustin.Schiavo(@CalRecvcle.ca.eov
Department of Resources Recycling and Recovery
cal recycle
Waste Permitting, Compliance and Mitigation Division
Waste Tire Compliance — North Unit
1001 I Street, MS 1OA-17
Sacramento, CA 95814
1
