Below I have listed a brief description of the activities we will be conducting at the above <br />location. <br />J&R Environmental will be running a consolidation operation at the Tracy location which will be handling and <br />managing waste from foreclosed properties. This site will be operated within the guidelines established by the <br />Department of Toxic Substance Control fact sheet dated October of 2008. <br />J&R Environmental will be transporting household hazardous waste from remote sites (Foreclosed Properties) to <br />our designated consolidation site using our own vehicles. The material will be brought in on a Bill of Lading to <br />our consolidation facility where it will be itemized and segregated. All of the material received will be classified <br />and packaged into DOT containers for transport to a permitted TSDF or recycling facility. All of the material <br />leaving this location will have J&R Environmental listed as the generator and all hazardous waste will be <br />shipped on a uniform hazardous waste manifest. Any excluded recyclables such as latex paint or universal waste <br />will be shipped on a non -hazardous manifest or Bill of Lading. J&R will be following all requirements listed in <br />code 25110.10, 25121.3, and 25163.3. J&R will be sending monthly reports to our local CUPA which will <br />include a list of each property that material was collected from and brought back to the consolidation site. J&R <br />is a hazardous waste hauler with a current EPA ID # of CAR000203109. In regards to the Tracy location we <br />have applied for a site specific EPA # through the Federal EPA Region 9 out of San Francisco which should be <br />in by the beginning of next week. I am attaching a list with this letter which consists of several items that are <br />found at foreclosed properties and could be received at the consolidation site. The list has several items on it and <br />some of them will never be handled however there is the possibility we might run in to them so we have them <br />listed. Below, I have given some percentages of the types of waste that are received so you will have an idea of <br />the majority of what will be onsite. <br />Latex paint: 41 % <br />Oil based paints and flammable paint related materials: 11 % <br />Cement and concrete materials: 7% <br />Oil and oil related products: 19% <br />Pesticides and herbicides both liquid and solid: 3% <br />Household and automotive cleaners 10% <br />Miscellaneous materials to include batteries, medications, personal care products etc. 9% <br />Sincerely, <br />David Rains REA <br />J&R Environmental <br />
