a A ji
J & R Environmental, Inc.
7557 W. Carmelo Road
Tracy, CA 95304
San Joaquin County Environmental Health Department
Thuy Tran
1868 East Hazelton Avenue
Stockton, CA 95205-6232
December 19, 2013
In response to the inspection by your department of our facility in Tracy we have completed the uploading of
our Hazardous Materials Business Plan (HMBP) into the CERS program.
We have also supplied you directly with a copy of our facility contingency plan. This is the same plan that has
been uploaded into CERS.
Attached with this letter are the manifest copies regarding the Tracy facility. Most outgoing manifests were
generated at our San Bernardino facility. J & R Environmental operates two Household Hazardous Waste
(HHW) collection facilities, one in Tracy and one in San Bernardino. In San Bernardino the determination is
made as to whether the material can be re -used or must be properly disposed. The disposal facilities that J & R
contracts with are in Southern California. For logistical reasons most of the materials were loaded onto a J & R
transport vehicle in Tracy and moved to the San Bernardino facility for waste determination.
For better clarification of our operations. Slight changes are being made to our operating procedures.
1. Waste determinations will be made at each of our locations independent of each other.
2. Materials that are destined for disposal will be manifested directly from each facility to the disposal
facility.
3. If materials that are to be re -used are to be transported, they will have a bill -of -lading during transport.
4. Our filing of manifests we be segregated at each facility in three categories.
4.1. Shipping papers as a receiving facility
4.2. Shipping papers as a transporter
4.3. Shipping papers as a generator
5. Documentation will be maintained when materials are donated or sold for re -use.
Sincerely,
Wade Riddering, REPA
for J&R Environmental
