Carmelo Road <br />Tracy, CA 95304 <br />San Joaquin County Environmental Health Department <br />Thuy Tran <br />1868 East Hazelton Avenue <br />Stockton, CA 95205-6232 <br />December 19, 2013 <br />In response to the inspection by your department of our facility in Tracy we have completed the uploading of <br />our Hazardous Materials Business Plan (HMBP) into the CERS program. <br />We have also supplied you directly with a copy of our facility contingency plan. This is the same plan that has <br />been uploaded into CERS. <br />Attached with this letter are the manifest copies regarding the Tracy facility. Most outgoing manifests were <br />generated at our San Bernardino facility. J & R Environmental operates two Household Hazardous Waste <br />(HHW) collection facilities, one in Tracy and one in San Bernardino. In San Bernardino the determination is <br />made as to whether the material can be re -used or must be properly disposed. The disposal facilities that J & R <br />contracts with are in Southern California. For logistical reasons most of the materials were loaded onto a J & R <br />transport vehicle in Tracy and moved to the San Bernardino facility for waste determination. <br />For better clarification of our operations. Slight changes are being made to our operating procedures. <br />1. Waste determinations will be made at each of our locations independent of each other. <br />2. Materials that are destined for disposal will be manifested directly from each facility to the disposal <br />facility. <br />3. If materials that are to be re -used are to be transported, they will have a bill -of -lading during transport. <br />4. Our filing of manifests we be segregated at each facility in three categories. <br />4.1. Shipping papers as a receiving facility <br />4.2. Shipping papers as a transporter <br />4.3.
