Mine <br /> Reclamation files were reviewed, but a site visit was not <br /> conducted. The following comments prepared by James Pompy and <br /> Stephen Bezore of the Mine Reclamation Program staff are offered <br /> to assist in your review of this project. <br /> The Surface Mining and Reclamation Act of 1975 (SMARA) and the <br /> State Mining and Geology Board regulations for the surface mining <br /> and reclamation practice (California Administrative Code (CAC) <br /> Title 14 , Chapter 8 , Article 1, Section 3500 et. seq. ) (copies <br /> enclosed) require that specific items be addressed or included in <br /> reclamation plans. The following mandatory items were not <br /> included in the documents submitted; the reclamation plan should <br /> be supplemented to include these items. <br /> ,c. <br /> 1. SMARA Section 2772 requires an assessment of the <br /> effect of implement tion of the reclamation plan on <br /> future mining in the area. <br /> 2 . CAC Section 3503 (a) (2) requires that stockpiles of <br /> overburden be managed to minimize water and wind <br /> erosion. The stockpiled soil which is salvaged for the <br /> revegetation phase of the operation should be <br /> temporarily revegetated if it is expected to be <br /> stockpiled for periods in excess of one year. The <br /> seeding of an annual cereal like barley will reduce <br /> erosion to a minimum and help maintain the soil and <br /> nutrient content for the final reclamation phase. <br />
