A copy of each bill of lading must <br />be kept on site for at least three years. Immediately locate a copy of all bills of lading or manifests for lead acid <br />batteries for the last three years, maintain them on site, and submit copies to the EHD. <br />This is a Class II violation. <br />608 <br />CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />Observed a 55 -gallon drum of drained used oil filters without a label. Used oil filters shall be drained of free-flowing oil, <br />stored in a closed, rainproof container, labeled as "drained used oil filters," and marked with an accumulation start <br />date. Immediately label and ensure that all used oil filters are managed in this way. <br />Bills of lading for the recycling of used oil filters for 2014, 2015 and 2016 were not found on site. A copy of each bill of <br />lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br />for the last three years, maintain them on site, and submit copies to the EHD. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by March 19, 2016. <br />Notes: A verbal consent to inspect, photograph and take sample was given by Misty Brown, Owner. This facility <br />was added to the hazardous waste program in 2014. The amount of hazardous waste generated last calendar <br />year could not be determine since no disposal records for 2015 were available for review. Discussed storage <br />time, training, hazardous waste labeling management of empty drums, management of drained used oil filters <br />and closed containers. <br />Provided: Return to Compliance Certification form, modified contingency plan, hazardous waste labels and <br />labeling requirements, and a list of free CUPA courses. <br />Waste Streams: used oil, drained used oil filters, used absorbent, and batteries <br />Reviewed Documents: Disposal records <br />The following are not violations: <br />#103 -No modified contingency plan <br />An emergency coordinator and modified contingency plan information is lacking.
