SAN 10 A Q U I N Environmental Health Department <br /> i_i -1 i <br /> Complaint Record Daily Time and Activity Summary from4/2/2018 to <br /> 4/2/2020 for C00048251 located at <br /> RAILROAD CROSSING AT BYRON RD AND <br /> WICKLUND APN 20915017 <br /> Activity Date Recorded by <br /> 01/09/2019 Arrived on site at 5:20 PM and met with Anna Machutta (925-471-1501) and PE 2546 HUYNH <br /> 120 min Nathan Baker(510-829-2198) from Patriot. The clean up was completed by the SC 944 <br /> time of arrival. The VOC concentration was at 0 ppm at the most concentrated <br /> area of the spill where about one foot of soil was removed. Did not see any <br /> staining at the spill site. Patriot collected thirteen 55 gallon drums of contaminated <br /> soil and will store them at Union Pacific off of First Street, Stockton until it can be <br /> profiled and hauled away. Patriot estimates 10-15 gallons of diesel spilled from <br /> the 100 gallon saddle drum. About 70 gallons of diesel was removed from the <br /> saddle drum and placed into another 55 gallon drum. Patriot covered the dig area <br /> with the surrounding soil. <br /> Left the site at 5:40 PM. The distance from the office to the site is about 30 min. <br /> Completed photo log off site. <br /> 01/09/2019 Received a page from the office. Called Scott at 9:24 a.m. Scott(citizen of San PE 2546 ALANIZ <br /> 216 min Joaquin) called in that a 100 gallon diesel tank was abandoned on the side of the SC 544 <br /> road near railroad track at the Wicklund/Byron Rd intersection. Looked up parcel <br /> information and found that the railroad was owned by Union Pacific. Called Paul <br /> Holt, Manger of Hazardous Materials, with Union Pacific Railroad at 9:48 a.m. and <br /> left a voice message saying that there might be illegally dumped hazardous waste <br /> on a track. Left for the site at 10:06 a.m. and arrived at 10:38 a.m. <br /> Found a 50 gallon diesel tank. Diesel staining was found on the dirt around the <br /> tank. The spill was contained to the dirt area and I did not observe any impacted <br /> waterways or storm drains. Called Paul Holt at 10:47 a.m. and informed him with <br /> what was going on. He told me to call the Union Pacific emergency line at <br /> 888-877-7267. Sent Paul the location and pictures of the spill. Called and spoke <br /> with Ryan Starmer at 10:56 a.m. Ryan filled out a Cal OES report. Kim Blackwell <br /> paged me at 11:20 letting me know. Paul said that Patriot Environmental was <br /> contracted out to clean up the spill. <br /> Left site at 11:24 and arrived at 11:55 a.m. <br /> Received information from Paul Holt that Patriot was scheduled to arrive between <br /> 1:30-2:00 p.m. They arrived to the site at 1:42 p.m. Called Paul Holt at 2:11 p.m. <br /> and he said that the cleanup was going to take at least 2 hours. He told me that he <br /> was the point of contact. Filled out complaint information, wrote notice to abate <br /> and emailed it to Paul. <br /> Updated Leyna Huynh and Garrett Backus. <br /> Called Scott and asked if he had any additional information. He told me that the <br /> spill happened around 8:30 p.m. on 1/8/2019. <br /> Called Paul Holt at 3:55 p.m. asking for an update. He said that Patriot should be <br /> done by the time I arrived at the site. He would call Patriot and double check. He <br /> called me back at 4:03 p.m. saying there was probably a couple of hours of work <br /> left. Patriot had dug 1 foot down where the tank was. A PID reader was detecting <br /> 25 ppm of diesel. Updated Leyna. <br /> 01/10/2019 PROP 65. Filled in compliant information. Downloaded photos, transferred jpgs PE 2546 ALANIZ <br /> 36 min to h drive and completed the photo log. Emailed photos from phone to myself to SC 544 <br /> add to h drive. <br /> Page 1 of 2 <br />
