RCRA Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />December 03, 2018 <br /> Facility Address: <br /> 1710 California St, Escalon <br /> Facility Name: <br /> RITE AID #6434 <br />San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 118 CCR 66265.16(a-c) Failed to complete training on hazardous waste management and emergency response <br />procedures. <br />Based on the types of violations observed, the facility employees are not trained on proper hazardous waste <br />handling or the training provided has been inadequate. <br />The following was observed in the store’s hazardous waste storage area: <br />- A Corrosive Acid hazardous waste (HW) tote was found containing the store sanitizer, however the label on the <br />tote did not indicate the contents of the tote (IMG 2826-2827). The store manager marked the label with the <br />contents at the time of inspection (IMG 2828). <br />- A Corrosive Base HW tote was found containing Rite Aid 91% isopropyl alcohol (IMG 2829, 2831-2833). The scan <br />gun indicated this item should be placed in the Flammable HW tote (“Red Bin”). The store manager placed this item <br />into the Flammable HW tote at the time of inspection. <br />- A Corrosive Base HW tote was found containing Vitalist Healthy Elixir Foundation and Revlon Colorstay <br />Foundation, however the label on the tote did not indicate these items as contents of the tote (IMG 2829 and 2840). <br />The store manager marked the label with “makeup” at the time of inspection (IMG 2841). <br />- A tote labeled as Chemical Clean Up Kit was found containing the following bagged items (IMG 2834-2839): <br /> - A pack of two Duracell batteries- scanned as Corrosive Base HW (“Yellow Bin”) <br /> - A pack of four Energizer Ultimate Lithium batteries- scanned as Corrosive Base HW (“Yellow Bin”) <br /> - Bayer Breeze 2 Blood Glucose Test Strips- scanned as Corrosive Base HW (“Yellow Bin”) <br />The store manager placed these items into the Corrosive Base HW tote at the time of inspection. <br />- A Flammable HW tote was found containing the following items (IMG 2842-2848): <br /> - Two packages of Summer’s Eve Douche- scanned as Corrosive Base HW (“Yellow Bin”) <br /> - Gold Bond Lotion- scanned as Corrosive Base HW (“Yellow Bin”) <br />The store manager placed these items into the Corrosive Base HW tote at the time of inspection. <br />- A Toxic HW tote was found containing the following items: <br /> - A pack of two Duracell batteries- scanned as Corrosive Base HW (“Yellow Bin”) (IMG 2849, 2852-2854). <br /> - A tube of Rite Aid accelerator (IMG2863). The store manager scanned a box of Rite Aid Oral Care 1 Hour <br />Whitening, which contains 2 single-use whitening accelerator rinses (IMG 2864). The item scanned as Oxidizer HW <br />(“Brown Bin”). <br />The store manager placed these items in the Corrosive Base HW and Oxidizer HW totes, respectively. <br />- A Toxic HW tote was found containing a bag containing several Rite Aid Home Alkaline Batteries (IMG 2866). <br />Since the bagged batteries did not have a UPC, the store manager scanned the item from the store floor, and the <br />item scanned as Corrosive Base HW (“Yellow Bin”) (IMG 2859-2860). The store manager later provided a <br />document titled “Specific Wastes,” which indicates loose batteries are to have non-conductive electrical tape over <br />both terminals, sealed in a chemical resistant bag, and placed in the FE blue/toxic tote (IMG 2879). The store <br />manager stated the loose batteries are to be placed in the Toxic HW tote and batteries contained in the original <br />packaging are to be placed in the Corrosive HW tote. <br />Submit Rite Aid’s waste determination for batteries to the EHD. <br />- A Toxic Hazardous waste tote was found containing several make-up items including Physicians Formula Bronze <br />Page 5 of 8 <br />FA0022599 PR0539973 SC001 12/03/2018 <br />EHD 22-03 Rev. 09/22/16 RCRA Large Quantity Hazardous Waste Generator OIR
