CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
STATE INSPECTION REPORT
WASTE TIRE FACILITIES
FACILITY: Kick A Tire PERMITTED CAPACITY: 4,999
FACILITY#: 39-TI-0565 TIRE QUANTITY: <500
INSPECTION DATE: June 27,2001 SITE TELEPHONE #: (209)333-7045
LOCATION: 301 East Lodi Avenue PERMIT ISSUE DATE: 9/26/96
Lodi, CA 95240
OWNER: Larry & Connie Bowles PERMIT EXPIRATION DATE: 9/26/01
301 East Lodi Avenue
Lodi, CA 95240
OPERATOR: Larry & Connie Bowles LEA: San Joaquin County Public
301 East Lodi Avenue Health Services
Lodi, CA 95240
INSPECTOR: Keith E. Cambridge ACREAGE: .25 (approximate)
ACCOMPANIED BY: N/A
Remarks:
On June 27, 2001, California Integrated Waste Management Board(CIWIVIB) staff conducted a site inspection of
this facility. Although closed at the time of this inspection, staff determined that this site contained approximately
1,500 "good used tires" and less than 500 waste tires. The site was secured so a business card was left.
On June 28, 2001 Ms. Bowles called me and stated that the business has been shut down for a few months as her
husband was injured. I informed her that in accordance with the new CIWMB requirements, "good used tires" are
not counted as waste tires as long as the tires are racked or barrel stacked, no more than two rows across, with a
walkway between the tires. As the majority of these tires are stacked in accordance with this new requirement,
they are not subject to the storage requirements. The operator was advised that she could either maintain her
current WTF Permit that expires on September 26, 2001 or surrender the permit, as there are less than 500 waste
tires-on site at any one time. Ms. Bowles will inform the CIWMB of her decision.
During the inspection, the facility was found to have one"Area of Concern", as there was no sign stating the hours
of operations and site rules.
Integrated Waste Management Specialist Gtr
