Kick A Tire <br /> Page 3 of 4 <br /> units . Fire lanes shall be kept free of flammable or <br /> combustible material and vegetation. Access to fire lanes <br /> for emergency vehicles must be unobstructed at all times. <br /> Open flames, blow torches, or highly flammable materials, <br /> including but not limited to, tire inner tubes, are <br /> prohibited within 40 feet of any waste tire pile . <br /> All of the storage requirements noted above in sections (A) <br /> and (B) shall apply to the storage of waste tires unless, <br /> for any particular requirement, the local fire authority <br /> having jurisdiction over a particular facility determines <br /> that a different requirement is necessary or adequate to <br /> meet the intent of this regulation for the prevention of <br /> fire and the protection of life and property. If such <br /> determination is made, written notification from that fire <br /> authority shall be provided to the CIWMB. <br /> (C) Surface water drainage shall be directed around and away <br /> from the waste tire storage area. <br /> (D) Waste tires at an existing waste tire facility shall not be <br /> stored on surfaces with grades that will interfere with fire <br /> fighting equipment or personnel unless mitigation measures <br /> have been approved in writing by the local fire authority, <br /> or a fire safety engineer registered by the State of <br /> California. Measures established by a fire safety engineer <br /> shall be subject to approval by the local fire authority. <br /> (E) Tires must be removed from rims immediately upon arrival at <br /> the facility. <br /> (F) The site shall be designed and constructed to provide <br /> protection to bodies of water from runoff of pyrolytic oil <br /> resulting from a potential tire fire. <br /> Please inform CIWMB staff on the future disposition of these <br /> waste tires . Pursuant to 14 CCR § 18420 (a) , all operators of <br /> major or minor waste tire facilities that store, stockpile, <br /> accumulate, or discard waste tires shall acquire a Permit . If a <br /> Permit is not obtained, an acceptable plan for the reduction in <br /> the amount of waste tires, including time frames, shall be <br /> required. <br /> CIWMB staff is available to assist you with specific questions or <br /> concerns regarding these requirements . You may also consider <br /> obtaining the services of a consultant to assist you in this <br /> matter. Please be advised that if this plan is not received by <br /> April 1, 1996, a Notice and Order setting deadlines and penalties <br /> may be issued. Further, please be advised that your company is <br /> not accept any waste tires until such time you obtain either a <br /> permit or permit exclusion issued by the CIWMB. <br />
