CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
STATE INSPECTION REPORT
WASTE TIRE FACILITIES
FACILITY: Kick A Tire PERMITTED CAPACITY: N/A
FACILITY #: 39-TI-0565 TIRE QUANTITY: 3,000 (approximate)
INSPECTION DATE: February 20, 1996 SITE TELEPHONE #: (209) 333-7045
LOCATION: 301 East Lodi Avenue PERMIT ISSUE DATE: N/A
Lodi, CA 95240
OWNER: Larry & Connie Bowles PERMIT EXPIRATION DATE: N/A
301 East Lodi Avenue
Lodi, CA 95240
OPERATOR: Larry & Connie Bowles LEA: San Joaquin County Public
301 East Lodi Avenue Health Services
Lodi, CA 95240
INSPECTOR: Keith E. Cambridge ACREAGE: .25 (approximate)
ACCOMPANIED BY: Mike Keffer, CIWMB
Greg Oliveira, SJCPHS
Remarks:
On February 20, 1996, California Integrated Waste Management Board (CIWMB) staff conducted a
site inspection of this facility pursuant to a complaint. Staff determined that this site
contained approximately 3,000+ waste tires stored onsite. At the time of this inspection,
the facility was closed.
During the inspection, the facility was found to be in violation of several waste tire
standards. This facility did not have adequate fire fighting suppression equipment
(chemical extinguisher, water extinguisher, pike pole, pointed/flat shovels) , adequate water
supply, or vector control measures in place. Further, the waste tires were stored in close
proximity to the perimeter fence and were stored in one large contiguous pile, not in
conformance with the storage dimension requirements. No measures were in place for the
control of pyrolytic oils which may be created during a tire fire.
Violations:
30 PRC 42833 Operator Authorized by Permit
At the time of this inspection, the waste tire site operator did not have a minor Permit
issued by the CIWMB. Pursuant to this section, the CIWMB shall issue a minor Permit pursuant
to the regulations once an application has been submitted and the facility is in compliance
with applicable regulation and law.
14 CCR 17351 Fire Prevention Measures
A water supply adequate for fire fighting equipment as defined by this section was not
observed during the inspection. Further, the operator did not have adequate fire fighting
suppression equipment on site (chemical extinguisher, water extinguisher, pike pole,
square/pointed shovels) . The operator needs to contact the local fire authority and receive
written verification if fire requirements other than those specified in this section are
acceptable.
Section Supervisor Integrated Waste Management Specialist t4- -
