The leak detection system is
designed to help minimize the damaging effects of uncontrolled releases of
petroleum products (in this case the detection of used motor oil) from leaks
or spill. This system maintains the water quality by helping to prevent
groundwater contamination. The monitoring system is able to detect leaks
or spills before they can contaminate the groundwater. The system
continually detects and provides local audio/visual indication of
hydrocarbon vapor caused by leaks or spills in the ground.
Every morning before business starts, the responsible person for the
operation of the underground storage tank for the waste oil system, shall
activate the alarm -reset button. This will confirm the proper operation of
the system and it will confirm that there is no unauthorized release of
waste motor oil into the environment. This manual check will also confirm
that the unit satisfactorily operates in' the automatic mode. An
unauthorized release will sound an audio/visual alarm and indicates a
release into the interstice (cavity between inner and outer wall) of the
double walled tank.
Every twelve (12) month a licensed contractor must inspect the
system. The contractor must be licensed by Local, State, or Federal
Regulatory Agencies. If the system fails the inspection, proper repair must
be performed to warrant the function of the monitoring system. Written
records of the annual inspection must be kept in the store and made
available upon request by inspectors.
Notes: The above assures correct monitoring procedures, however check with
your Local Implementing Agency. Refer also to the ELNT "Safety & EPA
Field Manual", Section VIII, Page 35.
Above ground storage tanks for waste motor oil are not regulated and
require no operating Permit and no special monitoring procedures.
C:/e1ntt1fon ns/monitgdblwall.doc
