July 28, 2009 <br /> San Joaquin County <br /> Environmental Health Dept <br /> 600 East Main Street <br /> Stockton, CA 95202-3029 <br /> Attention: Michelle Henry, REHS <br /> Subject: Safeway Inc., Tracy Distribution Center Inspection 5/26/09 and 6/10/09 <br /> Dear Ms. Henry, <br /> The attached and information below is in response to your inspections at the <br /> Tracy Distribution Center. <br /> 5/26/09 Inspection: <br /> Violations: <br /> 1. #4 - Corrected <br /> 2. #'s 6, 9, 50, 51 55, 56 - photo chemicals - Safeway does not transport <br /> hazardous waste products to the DC. These.products were brought in by <br /> outside carrier to be shipped to the stores. Product was discontinued and <br /> the remaining inventory was transported from the distribution center via <br /> licensed contractor, Shop Hazard Solutions on 1/31/08 <br /> 3. #10 —The waste in question was aqueous material from two scrubber bay <br /> sumps. Samples of the liquid were collected by a technician from <br /> GeoAnalytical Laboratories, subcontracted by Safeway's hazardous waste <br /> contractor, Shop Hazards Solutions. The two samples were analyzed for <br /> the 17 metal suite and petroleum hydrocarbons (TPH). Based on the <br /> knowledge of the operations that led to generation of these wastes, these <br /> were the expected characteristics that could have made these wastes <br /> hazardous. The metals results are reported in units of ug/liter. All results <br /> are below the STLC criteria. Therefore, the materials were adequately <br /> characterized for metals and were found to be non-hazardous for this <br /> characteristic. These results were accepted by the destination facility with <br /> the classification of non-hazardous. This material will be analyzed again <br /> for Title 22 criteria when it is next scheduled for removal and disposal <br /> 4. #19 and #20 - Shop Hazard Solutions picked up 55 the gal drum dated <br /> 5/12/08 on 6/10/09. Note — this drum was not hazardous waste and was <br /> improperly labeled. All hazardous waste containers have been properly <br /> labeled with the following - Start Accumulation Date, Hazardous <br /> Properties, Generator name & address, Physical State, Contents and the <br /> words "Hazardous Waste" <br /> i <br />
