Kennedy/Jenks Consultants
Section 1: Remedial Investigation Purpose and Background
1.1 Introduction
On behalf of the Union Pacific Railroad Company (Union Pacific), Kennedy/Jenks Consultants
(Kennedy/Jenks) has prepared this Remedial Investigation Work Plan (RI Work Plan) for Union
Pacific's Former Tracy Railyard (Railyard) located in Tracy, California (Figure 1).
The remedial investigation (RI) is being conducted under a Voluntary Cleanup Agreement
(Agreement) with the California Department of Toxic Substances Control (DTSC), as signed on
23 June 2005. The Agreement specifies that the remedial investigation will be conducted in
accordance with California Health and Safety Code Section 25300, the National Contingency
Plan (40 Code of Federal Regulations Part 300), and the United States Environmental
Protection Agency's (EPA's) Interim Guidance for Conducting Remedial Investigations and
Feasibility Studies under CERCLA, dated October 1988 (EPA/540-G-89/004).
1.2 Objectives
The remedial investigation objectives for the Railyard, as set forth in the Agreement, are to:
• Characterize the extent of hazardous substance impacts at the Railyard
• Identify existing and potential migration pathways, including the direction, rate and
dispersion of contaminant migration
• Analyze the baseline risks to help determine the need for remedial action at the Railyard
• Determine the levels of chemicals that can remain onsite and still be adequately
protective of human health
• Gather data in order to evaluate feasible remedial alternatives
The RI Work Plan presents the design of a preliminary site characterization as part of a phased
Rl. The results of this preliminary site characterization will be used to focus subsequent
sampling efforts on areas of detected impacts (if any), develop the initial site conceptual model
and refine subsequent investigations to support achievement of the RI objectives.
The RI Work Plan is supplemented by a Sampling and Analysis Plan (SAP) (Appendix A); a
Quality Assurance Project Plan (QAPP) (Appendix B); and the Site Health and Safety Plan
(HASP) (Appendix C).
1.3 Identification of Operable Units
For the purpose of the RI, the Railyard property has been divided into four Operable Units
(OUs) or investigation areas. The OUs were defined based on historical land use information,
results of previous studies, and anticipated future use. The OU boundaries are delineated on
Figure 2. This division of the former Railyard into OUs will allow for focused investigations or
Remedial Investigation Work Plan Page 1
Former Tracy Railyard, Tracy, California
g:Wgroupladrnn4obkW0565777.03_uprrl09-reportslwork planVi finafitextdoc
